  1. Has that $115m in Indy already been paid out? If yes, can he just keep the money and keep stalling? If no (i.e. he has to start to build before getting the cash), isn’t the present value dropping by the day?

    1. It’s $8 million a year for 25 years, which amounts to about $115 million in present value whenever the clock starts ticking.

      If you mean value accounting for inflation, then yes, $8 million a year starting in 2024 will be slightly less than it is now. Not much, though, since the inflation rate is barely over zero at the moment.
